Visitor Locations
I would suggest having a look at the way the site is hosted and configured. I had a simular problem and it was due to HTTP Compression on the site. Turn it off and the Files will work.

Unfortunately the hosts of that site cannot turn compression off on a per web site basis. So that option is not available.
